On 18 February 2026, Andrii Bukvych was appointed as Director of the International Cooperation Department of the National Bank of Ukraine.
His responsibility in this capacity includes:
- ensuring the implementation of measures related to European integration, development of cooperation with the EU in the financial area, and interaction with EU institutions
- developing cooperation with international financial institutions, implementing international projects and programs, and increasing the NBU’s presence on the international stage
- developing a dialogue with central banks and authorities that supervise financial institutions in foreign countries, and ensuring the representation of the NBU’s interests and position in international relations of Ukraine
- developing cooperation with international partners to reinforce the NBU’s institutional capacity and sharing the NBU’s expertise within the scope of its competence.
The International Cooperation Department belongs to the Financial Stability reporting line supervised by NBU First Deputy Governor Sergiy Nikolaychuk.

Andrii Bukvych has extensive experience in diplomacy and public administration, having worked in the field of international relations for nearly 27 years.
Prior to his appointment at the NBU, he served as Minister-Counsellor at the Embassy of Ukraine in Canada (since September 2021). In 2020–2021, he headed the Directorate for Foreign Policy at the Office of the President of Ukraine. In 2016–2020, he worked at the British Embassy in Ukraine (as an advisor on economic and energy issues). For many years, Andrii Bukvych held diplomatic posts at the Ministry of Foreign Affairs of Ukraine, the Ministry of Energy and Coal Industry of Ukraine (as a diplomatic advisor), and the Embassy of Ukraine in the United States of America (as First Secretary).
He has teaching experience at the Institute of International Relations of Taras Shevchenko National University of Kyiv, as well as experience in the industrial sector – he served as Deputy Chairman of the Management Board for Financial Affairs at the Ukrainian-German joint venture JSC SMA-Artem.
Andrii Bukvych graduated with honors from the Institute of International Relations of Taras Shevchenko National University of Kyiv (Master’s degree in International Economic Relations, specializing in international monetary and credit relations, and English translation)0
